Fountain Treatment Services

Fort Worth Public Art (FWPA), a City of Fort Worth program managed by the Arts Council of Fort Worth, is currently seeking qualified full-service water feature companies to submit quotes to maintain, clean, repair, and provide as-needed services for artist-created fountains and water features owned by the City of Fort Worth. Interested applicants will demonstrate knowledge, range, project sensitivity, and staffing capability to assist the program in providing services to assist the Fort Worth Public Art program.
Qualifications will be reviewed by FWPA staff, representatives of the Fort Worth Art Commission, and the Park & Recreation Department. The successful bid will be chosen based upon, but not limited to:
- Qualifications and work experience
- Fee schedule
- Organizational capability
- Ability to understand the special requirements relating to various materials
- Ability to meet the requirements of the annual agreement with the City of Fort Worth (City)
SCOPE OF WORK
The City of Fort Worth owns two (2) artworks that function as water features: Runnels, by artist Gene Owens, located at 3220 Botanic Garden Boulevard Fort Worth, Texas 76107, and Earth Fountain, by artist Philippe Klinefelter, located at 4800 Camp Bowie, Fort Worth 76107. The Fort Worth Public Art program maintains the Fort Worth Public Art Collection, including artworks in varying mediums. The selected applicant will:
Develop water chemistry maintenance recommendations for both artworks
Test and monitor for an initial weekly period for at least two months in order to establish water quality base line to inform ongoing maintenance recommendations. Once a baseline is developed for both artworks, the selected vendor will coordinate with the City’s FWPA Collection Manager and Botanic Garden staff to determine a regular maintenance schedule for the remaining duration of this Agreement
- Monitor and record pH, TDS, and alkalinity
- Replace basin water as necessary
- Twice yearly general cleaning
- Repairs, as necessary
- Coordinate with staff to create and maintain regular treatment times
- Coordinate with Botanic Garden staff for an identified staff signature following treatment at Botanic Garden
- Generate and send reports with photo documentation (before/after) treatment at Earth Fountain
The scope of work is preliminary and is intended to serve as a basis for this quote. The Contractor may propose an additional course of action. Quote should provide for all anticipated materials/supplies, equipment rentals and operator costs, if necessary.
The selected vendor must provide evidence of necessary experience and organizational capacity to provide required services and shall provide all necessary labor, materials, equipment, and supplies to monitor and apply chemistry to artworks functioning as water features in the City’s Fort Worth Public Art (FWPA) Collection. The City will not pay for fuel, travel, and/or mileage charges. The City of Fort Worth is tax exempt.
The selected applicant will enter into a professional services agreement with the City of Fort Worth. The term of the Agreement will be for a period of one (1) year, commencing on or about April 1, 2017 and may be terminated by the City at any time without penalty or cause. At the sole discretion of the City, the agreement may be renewed for up to three (3) one- (1) year extensions after the initial term will be considered. The selected applicant may be asked to submit written reports documenting services.
All submissions must provide all requested information. Application packages marked “Fountain Treatment Services – Fort Worth Public Art” will be accepted until March 17, 2017 @ 5:00PM Local Time. Submissions must consist of the following items in the proper form and by the deadline in order to be considered.
- Letter of Interest
- Demonstration of Qualifications and Experience
- Firm Information. Please provide information detailing staff number and level of experience, if applicable.
- Fee Schedule. Please include schedule detailing costs for specific services, standard hourly rates, and administrative time and per diem if applicable.
- Proof of Insurance (see attached)
By signing its Qualifications, applicant acknowledges that he/she has read and understands the insurance requirements for the agreement. Applicant also understands that the evidence of required insurance must be submitted within fifteen (15) days following the signing of a professional services agreement. The insurance requirements are attached as Attachment “A.”

Qualifications may be submitted by email or by mail at the address below no later than 5:00 PM Local Time on March 17, 2017. Qualifications received after this deadline will not be considered. The City of Fort Worth and Fort Worth Public Art are not responsible for non-receipt of Qualifications sent by mail or courier.
